In a large skillet, add 1 pound of ground beef and cook over medium-high heat until browned. Drain any excess fat and set aside. In the same skillet, sauté 1 finely chopped onion, 1 diced red pepper, and 2 minced garlic cloves until softened. Add 1 tablespoon of cumin, 1 tablespoon of paprika, 1 teaspoon of salt, and 1/2 teaspoon of black pepper. Stir in the cooked beef and cook for another 5 minutes, or until the flavors have combined.

Next, take your empanada wrappers and place a spoonful of the beef mixture in the center of each one. Fold the wrapper in half and crimp the edges with a fork to seal.
