  • 2 tablespoons of chopped cilantro

Begin by soaking the rice noodles in cold water for at least 30 minutes. Once the noodles are soft, drain them and set aside.

Next, heat the vegetable oil in a large pan over medium-high heat. Add the minced garlic and stir-fry for about 30 seconds, until fragrant. Then, add the sliced red bell pepper and yellow onion, and stir-fry for about 2-3 minutes, until the vegetables are tender.
